Police arrest Madan Rai in alleged children sexual abuse case

Kathmandu: Agriculture Expert Madan Rai has been arrested for sexually abusing children in his foundation on Friday. Police arrested Rai, 75 years old local resident of Khotang after the sexual abuse incident become public.

According to the DSP of Manjil Mukarung, District Police Office, Khotang, Rai was arrested from the ‘Subhadra Madan Foundation.’ He is currently in the custody of the District Police Office, Khotang.

Nepali news portal Setopati published the news of Rai sexually abusing the children in the foundation along with a video story on Thursday.

The video clearly shows Rai undressing himself, using inappropriate words in the presence of 4 children, and gestures in the presence of a group of children.

The video also includes footage of a girl massaging Rai’s body. 6 girls even described the whole incident of being sexually abused by Rai.

3 years jail sentence

There is a provision for judging such children-related crimes under the Children Act 2075. 2075’s Section 66 of Subsection 3 understands the activities conducted by Madan Rai as child sexual abuse.

The act comprises 3 subsections that denote 11 points to define child sexual abuse. The act comprising obscene and sexual behavior or such-related behavior or gestures is known as child sexual abuse.

Secondly, the act of proposal for sexual activities, manipulation, pressure, or threat also comes under sexual abuse.

Likewise, the legal system of Nepal also takes activities like touching sensitive organs with a sexual mindset, kissing, grabbing, hugging, or making the victim unconscious for sexual interests, or flashing bodies or forcing to flash sexual organs as sexual abuse. There is a provision of punishing such culprits with 3 years jail sentence and 75 rupees fine.
