Formation of government after Speaker’s resignation, vote of confidence still not sure!

Biratnagar: Koshi Province’s Speaker Baburam Gautam is giving his resignation. After this, the coalition is claiming the government.

And the leader of the parliamentary party Uddhav Thapa is in the process of becoming the Chief Minister of Koshi Province. The deadline set by the Province’s head Parshuram Khapung for claiming the government is ending at 5 pm today.

The coalition has already instructed Speaker Baburam Gautam to give his resignation. After the resignation of Gautam, there will be 47 Members of Parliament in favor of the coalition. This is a tough majority in the case of the Province Assembly with 93 MPs.

But, according to the Constitutional Provision, if Uddhav Thapa becomes the Chief Minister, he would be seeking a vote of confidence. The question has started to arise whether there would be a government or not.  The main opposition political party CPN (UML) and Rastriya Prajatantra Party (RPP) are on the side of not giving a vote of confidence.

CPN (UML)’s Srijana Danuwar is the Deputy Speaker of the Province. CPN(UML) is preparing to make Danuwar resign after the resignation of Speaker Gautam. If this happens, the eldest person has to conduct the province assembly.

Gayananda Mandal Ganagai, MP from Nepali Congress as well as a coalition, is the eldest in the assembly. If Danuwar resigns, Ganagai would get the responsibility to conduct the assembly. This would result in the coalition constructing 46 again.

Koshi CPN (UML)’s Chief Whip Rewati Raman Bhandari said that there was a probability of getting a resignation. ‘The resignation will not come immediately, ‘he said, ‘But, a discussion will be held for its alternative and ultimately, it might also happen.’ RPP and UML are in favor of not giving a vote of confidence.

The coalition leaders accept that it was difficult to get a vote of confidence. MP Gombu Sherpa said, ‘The government will be formed in case of resignation of the Speaker. But, it is difficult to get a vote of confidence. But with proper negotiation, it can be achieved.’
