Kathmandu: Prime Minister Pushpa Kamal Dahal ‘Prachanda’ has said that it would be an insult to the previous House of Representatives if two times passing of the citizenship bill were again drafted in the house.
PM Dahal while answering the question of members of the parliament on Monday said, ‘This bill was previously passed by the house for two times. It was laying in the cupboard of the President’s Office. What is the alternative to authenticating the bill without violating and raising the question against the Constitution? The decision of drafting the bill again in the parliament would be disrespectful towards the previous two decisions.’
PM Dahal said, ‘As per our constitution, institutions including government and house are the inalienable heir institute. Has anybody any questions or doubts regarding this? One government cannot simply reject the decision made by the other government. The government must accept this situation as the decision of the nation. It must be taken as the inalienable heir by the other government. This can only be changed following long procedures. Likewise, the government is also an inalienable heir institute. A matter duly passed by one House cannot and cannot be said to be disallowed unless the other House decides otherwise.’
